They actually have guys running around with handheld SPL meters who will tell people to turn down if they're over 85dB. The thing is, the entire hall sits at a constant 85dB, so there's a lot of interference and masking going on. If you want to record someone talking, or interview someone, you simply have to use handheld or lavalier microphones, or some sort of close-in mic (a boom, shotgun, etc.) in order to get decent audio.
