Seriously, I've tried and owned just about every little wattage tube amp out there, they are good for small jams/small gigs, but anything above 4 watts will be too loud. Go with the new Yamaha THR, it is designed exactly for that and I can honestly say it sounds better than many tube amps at that volume. If you are STILL absolutely dead set on tube you could go with the Fender Champion 600. It's okay sounding, not bad but a little dull sounding. You get a tube amp to sound great at moderate to loud volumes...for extreme low volume playing, solid state or modelling amps will suit you far better. I think the JCA20 head is somewhere around the ballpark of 300, but that's just the head and will be quite loud for what he's trying to do.
