You're assuming that the extension cord is plugged in outside. Maybe they have it draped over the power line going to the house, over the roof and in the front window, to an outlet that they know is grounded. You know, all smart-like, 'cause it's got the 3 holes. Of course, we're all assuming that the extension cord is plugged into something. This could be a hoax that is designed to make these people look stupid, and see how many people they can get on the internet to call them such. It takes a special kind of stupid to think that getting people to call you stupid on the internet is a good idea. This can either be in the outlet itself or the circuit breaker protecting it. A close look indicates that there are no less than 5 different beer types on the table. Also don't discount the value of the wood wedge duck taped to the extension chord. This obviously was designed to explode in the event the electrical 15-30 amps charge thru the cable when it drops in the water. Then the explosion of flying wood particles burst the pool and transfers the electricity to travel all over the ground thru the H2O medium...What you can't see are the flip flops the men are wearing to insulate them from the electrified water.
