It's called a Long Range Acoustical Device.The speaker device is unlike a conical speaker. It seems to be flat and made of a white plastic foam material. Not unlike the failed flat/thin styrofoam speakers from 20 years ago. I don't know the power of the amp in this video though. This speaker isn't very big either. I wonder if it's got tone? It's extremely painful and seems much louder as a result than it would based solely on the SPL level. Longer than a few seconds exposure can result in permanent hearing damage. At an anti war protest a few years ago, though officially they havn't been used in the US till this year. It was only a couple a bursts though, not like they were used in pittsburgh.
