Blomqvist is getting on in years: he's in his mid-60's and looks like THIS now. So, it's not likely to be him. Having said that, Blomqvist was competing (and was still pretty competitive) all the way until the end of the 2001 WRC season. These last few years, he's been doing classic car rallyes and stuff.
