I suspect they do lists because they're 1) easy to do 2) controversial and good for free press and 3) sell magazines due to the controversy and extra publicity they get. And judging by the songs in the list, they know who their target audience is... so I reckon it's a way to validate the tastes of that generation and the music that their core group of readers loved back in NME's heyday... hence sell more copies as you said.
