Unless he is playing drum pads that will not be very good. You really can't do much better then that for your budget, though. If you go with it you might need to get serious control over your volume. Maybe a headphone amp (be very careful - they rarely have limiters) and a couple of open head headphones would be better. Open head headphones will help protect your ears better then in ear buds if you don't have a limiter.

That's the kind of PA you'd use for a small acoustic gig in a corner of a restaurant. For band practice, it would be useless. You can find some good deals right now in pawn shops. I bought a set of speakers for 75 bucks I use for rehearsal and PA for acoustic gigs, monitors for the band. My friend Steve bought an old Carvin 300 watt 6 channel powered mixer for 120 bucks that he uses as a gig rig and has for years. Good deals are around. Don't waste money on something that won't have multiple uses for you.
