Members Iplayzguitar2
Marshall RG-1 has one, also other modulation effects. They can be found for 40-50 used.

Members companyman
I am curious how adjustable step-phasers are...or are they more of a one sound kind of thing? I have a Flanger Hoax for nearly any modulation, but it won't do step phase....the regenerator looks interesting, but I have all of those sounds covered....hmmmm, quite affordable though...hmmm. So there aren't any stand alone step-phasers out there huh?

Members rileykill
Boss PH-3 Cheapest one I think. Not the best phaser but the step function is pretty cool.
Members gambit
RG-1 is pretty good. this one aswell: http://www.zcatpedals.com/?dir=view&id=20090818132721L3zv but both seem to have a set pattern which gets kind of annoying. i wouldn't normally recommend the Boss PH-3, coz for everything else it sucks, but the step filter mode sounds pretty good and has tap tempo. it's still a bit too digital for me.. i'd definitely want to run my dry signal in parallel to the effect.
