From what I gather, it's a step in the right direction, but doesn't guarantee that we won't be buying new wireless devices 39 months after the auction. I read it as there are two TV "channels" currently being used for wireless, one of which is going to be auctioned off for broadband and one which will not, and the one that is will remain available for wireless use for 39 months.
