On my MIA Tele, I think a tech did it. I had it adjusted once by a guy at GC (back when I had no idea what I was doing). The next tech I took it too (who I trust 100%) noticed it was stripped and did the best he could to adjust it. You could always get this: http://www.stewmac.com/shop/Tools/Special_tools_for:_Truss_rods/Truss_Rod_Rescue_Kit.html, but it's more than a bit pricey!
