Alternative tunning?

I have a mini Squier strat for my 6 year old grandaughter and was going to string it with with 8's. I read that if you go with lighter strings I would have to tune it half or full step sharp. I understand when you drop "D" you tune the low "E" string to "D". So when tunning half or full step up do I tune all the strings sharp or just the low "E" ?

The Mini is the scale of a fender that's been capo'd at the 2nd fret. Tune all strings 1 whole note/step higher/sharp.

 

The Mini's scale is also good for some open tunings where you would normally need to tune down some strings and then use a capo to raise the pitch.
