Hmm, looks like a FMaj7b5, or is this another parody...

 

 

 

This is most interesting because both you guys are right. If the (unplayed) root is G, then it's a G13 with the 9th on top and if the root is F then it is indeed a Fmaj7 with a flatted fifth. Many chords have several possible names. Just as an example, Bmin7b5 (x2323x) which is a common form for a G9 chord.
