If the drummer has poor tempo skills and struggles with proper fills, it doesn't matter how good the bassist or other instrumentalists are. A bassist can be hidden with root notes only. A guitarist can be hidden with distortion and power chords. There is no way of hiding a bad drummer. Next to that would be a singer, but rap/hip hop proves to me that the most important part of the music is the beat on the skins, be it a live human or electronically provided.
