It's gone up since then. Undergraduate fees are now something like 3k a year in England and Wales, dunno about Scotland. Those are home fees, too. I'd guess you know how to find reasonable accommodations and provisions, but when I was stationed in Germany everything seemed pretty expensive compared to the US---albeit it was in the early '90s.
