It might be as stated that he's no longer interested in the rock star tour scene but I wouldn't rule out a drug connection one way or the other. When he left in '92 it was both. Some reports say that this guy is their new guitarist:http://en.wikipedia.org/wiki/Josh_Klinghoffer30 years young, good friends with Frusciante, worked a lot with him on the solo albums, and was the Peppers's second touring guitarist for the Stadium Arcadium tour. That sounds promising. Although I've learned to expect absolute {censored}e from most "super groups". My only real issue was that he was either awesome, or the guitar part was a little disjointed from the rest of the music. Personally, I'd like to see Mike Einziger from Incubus play guitar with RHCP, or at least with Flea on bass. His style is perfect for the funk/rock stuff that RHCP started as.
