Like is there a USB interface that plugs into the back of a VCR and then some software I can obtain to capture it? I haven't used one in years, so I can't vouch for the quality/ease of use of the software that comes with it, but when I used it 5 years ago, it was pretty...meh. It's a USB capture device with composite video, S-Video, and stereo audio input spigots. It comes with cheezy video editing software. It should be able to do what you need.
