So when describing a DIRECTION instead of 15 o'clock you'd normally say 3 o'clock no matter if you use the 12 or 24 hour format. Yes, ofcourse. When using amps that is. But as someone stated if he had some kind of weird military clock, I just wanted to clarify why he supposedly used the terms 16.00. instead of 4.
