The only way New Orleans may get rebuilt again is if we move the White House and Pentagon to New Orleans. Or move a bunch of rich people there. Not together, one would hope. But think of the sitcom potential! Back on topic: if not now, then soon, another Katrina-level hurricane will roll through New Orleans. It's a scientific certainty. The only matter in question is how well the city is prepared to handle it, both during the storm and the aftermath. Most sources say that although things have improved, there are still no real plans to make it a different situation than last time.
