Tube Socket Mouting Screws

I think they don't come with mounting hardware because there are different ways to mount them, depending on the application. If you're building a head or home stereo amp, then you probably just want to bolt or rivet them hard to the chassis. On the other hand, if you're building a combo amp then you probably want to shock mount them (e.g., using rubber grommets or leaf springs) to cut down on microphonics.

Most of the amps I've seen with chassis mounted sockets use rivets.

Many tubes sockets can also take different size screws like #4 and #6 screws some even #8 so there is a range of hardware and mounting options. It would be too difficult to supply the hardware to cover all the options and would drive up the cost to include all that hardware. Instead it is expected that the orderer would know what they need for their particular mounting option.
