In the UK, and especially in London, having a car is fast becoming synonymous to being rich. 10 pounds parking, insane insurance costs etc etc. And now this. Even if I didn't care about the money, I don't want no goverment knowing where I'm having my drinks. I'm moving to London next year, and getting a car is allready out of the question.
