i know it has been said to just about every amp related or bass related topic, but if my bass has an active preamp on board, do i need to run another preamp to the power amp and cab?

It depends on the output of the on-board preamp. If the output is strong enough to drive the power amp, then no. If it is not, then yes. In most cases the answer will be: "you're gonna need a preamp with that."

Almost always. Very few basses can put out enough juice to run a power amp. Most pedal preamps can't even do it very well with higher input voltage power amps.

Also as that implies, it depends on the power amp a lot. The new Peavey IPRs have an input sensitivity around .775vrms instead of the 1.2-1.5v more common in the industry, for example. A bass would have a lot better chance of driving one of those.
