A qestion about recessed floyd rose.

I'm going to be putting a guitar together that is routed for a recessed Floyd Rose tremolo in which I'm going to be using an OFR bridge and so my question is do I need this part with the inserts mounted into the plate or can the inserts be put in on their own without the plate. And also are the inserts removable from the plate?

I'd suggest using the plate. It adds stability and transfers vibration into the wood better. If you use studs only, they tend to keel over with time depending on the type wood. Spring and string pressure are all pulling on those studs. Having the plate to help resist this pull would be highly beneficial in my opinion. You would need a very flat route however. Something uneven where the plate doesn't lay flat will kill its effectiveness to some degree. I might even epoxy it in place once I knew everything was A-OK. It would add even more tone transfer from the bridge and reduce any hollow resonations.
