Bars that support cover bands are spread wide apart and there is no general consensus what to pay bands (gigs are DIY with your own PA) and original acts have only two decent venues to showcase their stuff. There are no agencies and no promoters. Some places will let you play... but unless you bring the crowd, the place will be empty, and you won't get paid. The last time I remember playing there was around '96 or '97. Nowadays, the Water Street Music Hall(FKA "Horizontal Boogie Bar") has been showcasing more unique groups.
