The DX-7 ran on FM synthesis and uses no samples, nor can you sample with it. The EX-7 has pre-recorded samples, allows you to sample and tweak your own stuff into it PLUS has a small virtual analog engine for creating analog-like patches to warm things up. It's cool because you can layer the VA stuff with the samples for really unique and crazy huge sounding patches. The effects kick ass too.
