1. neon tubes will not dim like normal lights, you need to re-wire them with new ballast, its not cheap, but not expensive. http://www.lightsearch.com/resources/lightguides/ballasts.html

2. pars would look totally different, and not nearly as good...

3. if you want to do this for a one-off gig just hire the tubes, i'm sure any decent stage lighting company near you would have ready-converted dimmable tubes...

sure and they are way easier to dim and flash. but the effect will be totally different than with the fluorescent light, less diffuse and the light quality of a PAR spot is totally different too. and even with a CP62 PAR the beam isn't wide enough if you put them right under the drummers stage. they also get very hot (more than 300
