Oh, you want a real answer. I always think of the graphs they showed us in college. On a filter, there's usually a little lump in the frequency graph right before the roll-off. The lump is Q. High-Q means a big lump. And generally, the bigger the lump, the more likely Bootsy Collins is interested in the sound it makes.

My understanding of the physics and stuff behind this is a little deeper than this (not much), but that's what it means to me.
