I had trouble keeping the "horn" control from being too piercing, but that was on a small stage with my amp up my butt. I never AB'd it with the Boss RT-20, (which I now have) but the Rotomachine may well do a better doppler effect. Also, the Rotomachine is about $75 cheaper, if memory serves me correctly.
