How do I take a picture and make it small enough for an avatar?

In MS paint in the "Image" drop down menu, there's the option "Stretch/Skew" go in there, the values should be set to 100/100. Set them to a smaller number (25/25), and it'll shrink the pic. To keep the same ratio as it shrinks, make sure you keep both numbers the same, so you don't have any weird warping effects.

 

Just keep going untill it's under 150x15 pixels (you can check that with the Attributes tool in the Image drop down menu).

 

And bang. Avatar. Works for me.
