I just got out my dads old turntable (JVC-LA100) and the belt was dry-rotted. I bought a pack of belts now how do i put one on? I've never used a belt drive table so I won't be of much help. You might try the guitar forum while you're waiting for an answer from this one since there are alot of people there who grew up using belt drive turntables. I hope this helps. The speed up and slow downs you're experiencing just come with the territory, even with a brand new belt on the best of belt driven decks.
