The song is called "Ode to Africa" from the album "Voices and Rhythms of the Creative Profile" by Detroit jazz guru Harold McKinney. It's a huge, somewhat eccentric jazz choir piece that features absolutely smokin' fretless bass. A total 16th note trip played all over that sucker. Shows the missing link between Jamerson and Pastorius. The release date is 1974. My best guess is Ralphe Armstrong. BTW - This track is found on the CD "Gilles Peterson Digs America".
