Members collinwho
Try to find a used Bass Big Muff. Or, if you come across one of these, that is another good option.
Members zachoff
If he doesn't already have an EQ, the Boss Bass EQ pedal is pretty good. A delay pedal would also be pretty fun to have.

Members sub5ound
There are no great cheap bass pedals, that's why they're cheap. You should be able to find great used pedals at a reasonable price though. Craigslist, maybe?
Members rpsands
I own a Behringer chorus pedal that is absolutely competitive to the boss chorus I likes it.

I have heard good things about the toanz of these pedals, but not great things about the build quality/life span. But if it works, it works. I forgot they made pedals...don't they make a board too? Members zachoff
A nice strap and straplocks might be a better present... Pedals are kind of a case by case sorta thing with bassists.

Apparently, it's a real billboard for a Christian station that was painted over to say "God Listens to Slayer". I just think it's funny.

My guit player is going to sell his. It even has the Keeley mod and is the old not made in China model. Not sure when he's going to sell it, but I'd buy it if I didn't already have some happy distortion.

I own the pedalboard too (PB1000 or something) and it is fantastic. built in power, in and out jacks, sturdy case, 80 bucks "scratch and dent" from AMS. Well worth it.
