In many countries, the visiting leaders are kissed. Even by other men! I've seen many, many occassions of far, far more physical contact between leaders than this. As she was seated and facing completely away from President Bush, this came as an unwelcome surprise. To my knowledge countries where kissing is a standard show of friendship between leaders one does not sneak up (even unintentionally) and plant one on you! Not even a hug.
