The developer was Wolfgang Palm, the well-known German designer, who was tinkering around with it for his own fun and decided to re-reelase it, with some improvements, as a free download. Grab it here: http://plex.hermannseib.com/ It's only Windows, and only 32-bits, but I've had good luck recently installing 32-bit instruments using the 64-bit Windows compatibility troubleshooter and having them work, even though they didn't when originally installed.
