Can someone recommend music software for use with PC?

Something that works well enough with audio as well as midi sequencing but we will also like to get something with a huge library of sounds and only use an external midi keyboard as controller.

Then a good soundcard to go with the package.

Can someone tell me what application can convert an audio file I recorded into my PC in realtime using Sound Forge to mp3 format? I am looking for native layer3 format and SF won't do it.

I guess several applications are capable of this. I have Sorensen Squeeze if that will do.
