The decal material he is looking for is what is known as metallized PVC film, designated as holographic, prismatic or simply a 'specialty' film, depending on the pattern. The expressed outdoor life of this type film is very limited - usually 6 months to a year at best - so it is not typically stocked by companies which do predominantly commercial work. He is likely to find this material at a local detailing shop which does small vinyl signs and vehicle detailing rather than large commercial signs.
