Members Awake77
Mikey, You can get a C64 for peanuts and check out www.Prophet64.com. You can have the real thing for less than $100.
Members J3RK
Otherwise, use the Vice emulator and a music editor. It uses the reSID engine, which is as close as it gets on computers. (cycle exact emulation) However, QuadraSID is fairly cheap, and pretty nice. It's not exact, but it definitely captures most of the SID essence. I use it more than I use my real SID-based synths. (purely because it's usually close enough, and it's SO much more convenient)

Members J3RK
It's a full C64 emulator. It has the best SID emulation though. Grab a JCH editor, and start writing.
