You need to contact the publisher. Music written before 1923 is in the Public Domain, you don't need permission. After 1923, it's difficult: Warner Bros. and Hal Leonard have a lock on the biz. You have to go directly to the publisher/owner and state your case and ask for written permission. It might take $$ to do so.
