Sounds like grounding troubles from how you described it.

I used to have a Harmony Rocket II guitar from the 60's with a floating ground. The thing was dead quiet when the volume was at 10, but as soon as you started bringing the volume down, it'd buzz more and more.

Anyway, check all of your ground points. Did you use a metal box? If so, make sure that each part makes contact with the metal box at 1 point and 1 point only. If you didn't use a metal box, make sure that all of the ground points are connected together at one point. You may also want to consider shielding the box if you didn't use a metal one.

Take the ground wire off of the output jack. (the jack, unless insulated, is grounded to a metal enclosure.

Only ground on the back of the tone pot and not the volume pot.

Make sure you scratched up the back of the pot to where the solder sticks to the back and not just beads up on the top.

Make sure to also tin everything before you set it. And be sure to have a clean iron tip. Remember joints should be shiny and solid.
