That's gonna be a pretty hard, if not impossible find. Especially asking for "powerful" at your budget. Though laptops certainly have come down in price with decent hardware.

If you're that paranoid of being hacked just uninstall the device drivers for the wireless adapter and disable under Device Manager.

Yeah, you can disable the hardware you don't want in the hardware, bios or OS. But the day will probably come when we won't be able to disable anything on our devices, including cars and mobile phones. Either get used to having your every move tracked or drop out. I plan to do the latter if it comes down to it. Even my phone is 5 years old. No camera or GPS... just a phone. That's what I asked for at the Verizon store and they looked at me kinda funny, but I'm used to it. And I only got this phone because I dropped my StarTAK 3000 from a 200 ft comm tower.

In the mean time I use older stuff. My laptop is an older P4 3.2 GHz It's one of the large D900T types with 17" screen, built for gamming, very powerful and zippy with about every feature I will possibly need for the foreseeable future. But I'm not into gaming at all
