This is very true.. although my vote is still for the tesla coil solution. But if EVERYONE in the neighbourhood complains at the exact same time, whats he gonna do? harrass the entire neighbourhood? Try to beat up everyone? I dont think so. He'd probably move. if you all harrass him enough about it.
