15 tube watts is loud for sure. Hell, my nephew plays small gigs with a Blues Jr.

My 4 watt AC4 is enough to piss off the family!

I think I'm gonna get a Pandora or something for headphone use.

Try the Roland Cube 20. I can get pretty good tone at low volumes with it. I know tube amps are all the rave but it's hard to get good tone at low volume with a tube amp. The Roland has a tube emulator that I think works really well. When you dig into your playing the sound changes.

You might want to also try the Gem from Mack Amps. I have never tried it but there's a demo of it on youtube. Its a tube amp and goes down to .4 watts.
