Originally, the tune had a simpler bass line, but Phil thought the song sounded too much like "1999" by Prince. So, a hotshot keyboard guy was brought in, and he came up with the new bass line on keys. Well David Frank programmed that album, so maybe he did do that bassline too. Edit: Mic Murphy was the singer in The System. David Frank was the Keyboard wiz....
