I multitrack on my Vista 64bit laptop. The best way to go is with a firewire or usb 2.0 interface. It'll bypass your soundcard completely. Most come with recording software, be it Cubase LE or Ableton lite.

It can be cheap too.

http://pro-audio.musiciansfriend.com/product/Line-6-Toneport-GX-USB-Recording-Interface?sku=241406 The Line 6 is $50.

http://pro-audio.musiciansfriend.com/product/Tascam-US122L-USB2.0-Audio-Midi-Computer-Interface?sku=242192 The Tascam is $130.

It goes from there to the Digidesign 003 for $2200.

For your application, most of the cheap ones will do you well. Just stay away from M-Audio. Their Vista drivers blow, or aren't avaliable.
