Its aweful A Jazz bass should not be noisy if both PUPs are turned all the way up. If he's getting noise like that, it is entirely possible that a new set of PUPs will not fix it. Could be nearby RF interference... could be a lousy amp... could be an improperly grounded electrical circuit... could also be the PUPs. And it could be a combination of those things. For example, does he want more midrange punch, or does he prefer a more mid-scooped sound? What's awful about his tone control? Perhaps he should get that repaired first?
