Vox AC30 (8-16 ohm) head into two 4-ohm speakers?

If the speakers are wired in series, presenting an 8 Ohm load, then yes. If you mean you want to connect a single 4 Ohm speaker to each output, then no. Here's a diagram courtesy of Koch amps. Note that the speakers used are 8 Ohms each:

My guess without seeing them is the speakers are wired in series because few amps can handle a 2 Ohm load, which is what two 4 Ohm speakers in parallel would be.

Here's a link with a more detailed (and larger) illustration. You can skip the technical stuff at the top, but just look at the "Example 2" and "Example 3" to see the difference between series and parallel wiring. You want to wire your speakers like Example 2.  Amplifier output goes to the  - terminal on one speaker, the + terminal on the other speaker, then a wire jumper connects the remaining  - and + terminals together.
