Quick question about Meter

Depends on a couple of things.

If you played both at 100 bpm, they could be exactly they same. Just because the note division on paper is half as much for 3/8 (quarter note vs. eighth note) doesn't mean it has to sound that way. If you are feeling the 8th's as the pulse, then really they could feel exactly the same at the same tempo. They would just look different on paper.

They could also have totally different feels. 3/4 is often felt as "1 + 2 + 3 +" where you tap your foot on 1, 2, and 3. 3/8 can be felts as "1 2 3" where you only tap your foot on one. So there could be an actual feel difference between the two.
