Do you mean finger positions as in first position places your index finger on the first fret, 2nd position on the second fret, etc? Then yes. However, all of the scale patterns and chord shapes will be completely different.

If a guitar is tuned OPEN D will the finger postitions be the same as STANDARD TUNING?

When a guitar is tuned to Open D, it's just that - a D chord when you play the open strings. Because of that, the chord and scale shapes will be completely different if you want to achieve the same results that you would in Standard tuning.

For example, playing a Major scale pattern at the fifth fret in Open D tuning will sound completely different than it would in standard tuning.
