Certainly there is a history of nasty speculation about World Cup tournament bids (most recently the awarding of the current tournament to Germany and not South Africa). It was uglier under the last administration, where without doubt there were kickbacks for the awarding of world cup tournaments. That said FIFA is just an umbrella federation. To really understand the power machinations you need to look at the regional admins, like UEFA and so on. There is and will always be speculation and conspiracy theories about refereeing and whilst local leagues have problems, I don't for a second believe it at the world cup stage. At their current level, Brazil will defeat France narrowly. The French will have surprises, but I think Brazil will have the ultimate advantage.
