What he did was take advantage of very very slack accounting laws and corporate governance procedures in the US. The US was always told that their rules in this area were weak compared to other countries but they refused to change anything. Now they have changed things. Was he a criminal? I suppose, but he was more an opportunist that took advatage of slack laws in the worst possible way. The only crime he is guilty of IMO is knowingly continuing to trade an insolvent company. Anderson's were the worlds largest accountancy firm and they went bust too as a result of the law suit. They should have detected it earlier, there's no question about that.
