Roland Space Echo RE-201 - How NOISY should this thing be?

picked up a Roland Space Echo RE-201 with a brand new tape in it. The thing sounds killer, but the hiss when I'm not playing is pretty extreme.

Anyone have any experience with one of these or an echoplex that can tell me how much hiss is normal? I'm running into the front of my Peacemaker (Plexi type) with it cranked and then into the Hot Plate. The hiss is bearable at clean settings or if I have the Input Level switch in the middle position on the Space Echo. In the High Input Level position on the Echo and the gain up on the amp it's close to unuseable.

I just tried cleaning the heads with just dry Q-Tips and got nothing off of the heads. They look pretty clean.

Maybe I am using this wrong? I had someone tell me to set the Input Level on High and to bring up the Instrument Volume to about 2:00. The Peak Level LED is flashing while I play. My amp is also set with everything on 10 so it is at about Van Halen levels of gain. I'm wondering if I'm slamming the front of the amp too hard.
